A defining rupture in documentary photography. Shot covertly in UK unemployment offices during the 1980s crisis, these images confront the inertia and quiet violence of bureaucratic space. Graham’s use of colour—then controversial—rejects traditional documentary codes, introducing a destabilising, almost accidental gaze. Originally self-published in 1985 and later embraced by both activist and institutional contexts, the work marks a shift toward a more subjective, politically charged image. Still urgent, it remains a landmark in postwar British photography.
